Greetings from School IPM 2015!  
Every day, 49 million children attend school in the United States, served by nearly seven million teachers and staff.   But they're not alone.  Schools are also frequented by a number of pests including cockroaches, mice, dust mites and more.  Asthma is epidemic among children, impacting nearly 6% of school children nationally with rates as high as 25% in urban centers.  House mice and cockroaches are potent asthma triggers.

New Pest Control Product Evaluator Unveiled   
How do you identify which pesticide products are low hazard? Read the label? MSDS? What other sources of information need to be checked? How can you best organize all of the information to rank all of your options?

The Pesticide Research Institute (PRI) Product Evaluator is an online, subscription-based hazard-ranking tool designed to simplify the process. The tool provides information on human health and environmental toxicity for over 18,000 pesticide products.

How it all started
The Evaluator grew out of PRI's work with the City of San Francisco as the reviewer of pesticide products for San Francisco's list of approved pesticides, following the San Francisco Hazard Tier guidelines. PRI saw an opportunity to automate much of the work, using their databases on the chemical properties, toxicology and water pollution potential of active ingredients, and also invested in staff time to do the necessary label and MSDS reviews. The result is the PRI Product Evaluator that makes pesticide product hazard information more broadly available to a larger audience.
The Hazard Tier system denotes the level of hazard: Tier I = greatest hazard and Tier III = least hazard. Having the Hazard Tier rankings for multiple products allows for comparison of one product against another to find the one that best suits the IPM program.

The Product Evaluator also solves the problem of pesticide product cancellations or transfers that remove products on an "approved list" from the market. With more than 1000 pesticide products entering and leaving the marketplace or transitioning to new manufacturers in any given year, staying current on product information is a challenge that can now be easily managed with the new tool.

Streamlining the process
The PRI Product Evaluator is designed as a central resource for IPM professionals, LEED Accredited Professionals, facility managers, pest control operators, nurseries, golf courses, retailers and others to find low-hazard products. By pooling nominal fees from many users, PRI aims to build a support base to keep the product database current and complete.

Reports Dr. Chris Geiger, San Francisco Department of the Environment, "In the past, I had to either hire a reliable consultant to research pesticide hazard data, or spend many hours combing various online databases. Now, I can just push a button."

PRI's initial priority has been to ensure that comprehensive reviews are available for products used in structural pest control, landscape maintenance, invasive weed management, and turf pest management. The initial set of reviews is due to be complete by April 1, 2014.

Features
  • The database includes a selection of "exempt" products containing minimum-risk (Section 25(b)) ingredients and not requiring a Federal registration, but potentially useful as low toxicity alternatives in an IPM program.
  • The PRI Pesticide Product Evaluator uses the LEED-compliant San Francisco Hazard Tier Review System to assign a ranking to pesticide products. These rankings allow building managers and LEED APs to verify the eligibility of a pesticide product for use in a LEED-certified IPM program.
  • Gardeners will appreciate quick access to information on products targeting lawn weeds, slugs and snails, garden weeds, aphids and more. Users of the mobile app can freely access PRI's Pest Management Bulletins for more information on low-impact pest management methods through the app.
  • Users can search by Hazard Tier, active ingredient, pest, site, use type, and/or chemical classification and even print out a detailed report from the tool's product information page.
  • For organizations with a Group Subscription, groups can create a list of favorites accessible to all members in order to create an "approved" list for the organization to which any member can contribute.
  • Operators interested in becoming EcoWise or Green Shield CertifiedSM will also find this tool to be an asset when it comes time to finding and choosing low toxicity Hazard Tier 3 products.
  • PRI is in the process of developing the PRI Pesticide Product Evaluator iOS Mobile App, which will be available by April 1, 2014 through the Apple App Store.

In response to our January articles about head lice and cockroach action thresholds, we received feedback from readers and some good questions. We've assembled an FAQ in response.

Head lice detection, or, it's complicated!
Q. Is screening for head lice in schools a useful role for school health professionals?
A. Published studies have not demonstrated a benefit to general screening of all school children for head lice infestation, e.g., at the beginning of the school year. Not all school health professionals are properly trained or have the necessary magnification tools to effectively confirm active infestations. False alarms result in needless stress, worry and treatment. However, children may benefit from school health professional attention at the start of the school year to establish a relationship, and to assess asthma, abuse, scabies, rashes or other causes of concern.

Q. Should all parents of children in classrooms where a head lice case is confirmed be notified and provided with information on signs and symptoms, and strategies to eliminate head lice?
A. Parents of children with a suspected or a confirmed case of head lice need to be discreetly informed and provided with information so that they can take steps to confirm status and treat if needed. The information provided should be accurate and complete, including how best to confirm if their child has head lice. There are no published studies that document the effectiveness of informing parents of children who may have been in close contact, vs. informing only parents of children exhibiting symptoms. Notifying parents other than parents of the child with head lice may result in unnecessary treatments.

More detail on cockroaches and thresholds
Q. Which cockroach species?
A. The German cockroach is the primary "domestic" species most frequently taking up residence within schools and childcare facilities. American and Oriental cockroaches and other species are less likely to establish breeding populations unless specific conducive conditions exist, such as access from sewer systems or very high moisture levels. So the thresholds apply primarily to German cockroaches, but a detection of other species in mechanical rooms, utility rooms or other areas where moisture and access to plumbing such as floor drains, merits an inspection for these other conducive conditions.

Q. How big is a zone and at what unit of time is the threshold being measured? Is it a count per day, per week, etc.? In which specific areas do the thresholds apply?
A. Use of thresholds presumes regular monitoring and an effective reporting systems for complaints including cockroach sightings. A single adult cockroach captured on an insect monitor, or reported as a complaint in food service areas, restrooms, classrooms, offices, locker rooms or utility areas is grounds for additional inspection and monitoring in the area where the detection is found. These are "pest vulnerable areas" where food, moisture and harborage can typically be found.

Visually inspecting for droppings in and around harborage areas, including cardboard and unsealed cracks and crevices, and food sources, such as cockroach-edible debris in hard-to-reach places, should follow a detection. Placing additional insect monitors in these areas can help determine if the initial detection was isolated or a sign of a growing problem. Detection of egg cases (ootheca) or immature stages signals a resident population and need for more aggressive action.

Q. What does a spot treatment entail? Which areas should be addressed and how?
A. The reader also recommended against using the word "treatment" to refer to both chemical and non-chemical approaches, as most readers will infer the former. A spot "response" involves addressing a localized area where a problem is suspected or has been confirmed.

Actions can include thoroughly cleaning and then where possible, sealing cracks and crevices including gaps between fixtures and walls, gaps where plumbing, conduit or wires penetrate walls, etc. Compressed air can be used to flush cockroaches out of these areas. Set up a sticky trap perimeter or vacuum up any cockroaches as they emerge.

Finally, if reasonable non-chemical measures fail to resolve a problem, gel, liquid or dry flowable baits can be applied in or near these areas. Use a bait within a bait station, or apply gel to a removable surface such as The Crevice®, so that bait can be easily removed once the problem is solved. Spray-applied liquids are generally less effective and are not necessary or recommended for cockroaches. These increase potential for exposure, repeated treatments lead to a buildup of residue, and these applications can interfere with baits by repelling cockroaches from treated areas. Remember that it is always prudent to require that any pesticide applicator in schools be properly licensed and/or certified. This is a legal requirement in many but not all states, and essential to ensure applicators meet minimum requirements for training.

Additional Head Lice Treatment Options    
In addition to the De-Licer® and Lice-B-Gone® lice and nit removal aids mentioned in our  January eNewsletter, alcohol-based Ulesfia®, and oil and alcohol-containing Hair-Clean-1-2-3® are options parents may want to consider. Hair-Clean-1-2-3 is sprayed onto dry hair and left for 15 minutes prior to lice and nit removal with a metal comb. Ulesfia is available by prescription and approved for use on children six months old or older. Products containing alcohol can be flammable and should be used with caution. The LiceMeister® Comb and NitFree Terminator™ are two metal combs designed specifically for efficient removal. Google any of these brand names to locate more information including source of supply.

Many other pediculicides (pesticides which kill lice including permethrinor pyrethrins) do not kill the eggs, and so require retreatment after seven days. Most labels warn against using these products on broken skin, which is not feasible given that lice-related itching leads to scratching.

Head Lice: A Lingering Pest   
Background
It would be great if the onset of winter would bring an end to all pest problems, but this could not be further from the truth. Winter is prime time for head lice outbreaks. Contrary to popular belief, head lice are not a sign of poor hygiene; in fact, lice are perfectly comfortable on a clean head. Six to twelve million cases of head lice occur each year in the US.

Lice eggs, known as "nits," are firmly adhered onto hair shafts, making it especially difficult to remove them. Each louse can live up to one month and produce one hundred offspring with regular meals of human blood. Head lice can be transferred by head-to-head contact, sharing hats, combs and pillows.

Screening for head lice in schools is a very useful role for the school health professional. Active infestations need to be addressed individually. Parents of all children using the room with any child with confirmed headlice should be notified and provided with basic information including description, signs and symptoms; strategies to eliminate headlice. The information should include where to go for additional help.

School districts vary in adoption and enforcement of the controversial "No Nits" policy, which states that any student with head lice, even a single nit, should be forced to stay home from school. The American Academy of Pediatrics and the National Association of School Nurses advocate that "No Nit" policies should be discontinued. Since lice do not spread disease or have any harmful effect other than an itchy scalp, requiring students to miss school is unnecessary and detrimental to their performance. The presence of nits alone is not a good predictor of infestations; only about 18% of children with nits alone will become infested with adult lice. Supporters of the zero tolerance policy, including the National Pediculosis Association, state that the only way to control and stop the cycle of lice infestation is to keep kids out of school until all nits are removed.

How to Spot Head Lice
Lice have three pairs of legs and are grayish-white in color. Nits are oval white cylinders that are about a sixteenth of an inch long. Lice prefer to lay their eggs near the ears and the back of the head.


Prevention and Treatment
Children should be encouraged not to share combs, hats or other personal belongings. Once an infestation is detected, non-chemical treatment options include washing clothing, pillow cases, sheets, blankets and other bedding material in hot soapy water and drying on a high heat cycle to kill all lice and their eggs. Use of lice sprays on furniture and toys is not effective. Non-washable items can be sealed in plastic bags for seven to ten days.

Manual removal of nits close to the head is always recommended. Fine-toothed "nit combs" are helpful. Combing and brushing wet hair damages lice and eggs significantly. Additionally, use of a hair dryer further injures adults, nymphs and nits. Botanical-based lice removal aids such as Lice-B-Gone® and De-Licer® may ease removal.

To remove lice and nits,
  1. Comb and divide hair into sections, use a metal fine toothed louse comb to remove nits and lice. After combing each section dip the comb in a container of hot soapy water to remove lice and nits.
  2. Repeat if nits are still attached within 1 cm of the scalp.
  3. Repeat until all the sections of hair have been systematically combed.
  4. Clean nit removal comb, clips, brushes, headphones, hats, etc. with hot soapy water.

Cockroaches: A Cause for Concern
There are a number of reasons cockroaches demand attention; they contaminate food with their droppings and decaying bodies, and transfer bacteria to food and food preparation surface. Cockroaches can multiply quickly, and cockroach debris is an allergy and asthma trigger.

Stealth behavior
Cockroaches have a reputation for evading human capture through their quick maneuvers and ability to squeeze through small cracks. Did you know that cockroaches have another survival trick? Like an acrobat, the cockroach can propel itself beneath a ledge by running at full speed, diving off the edge and then, at the last moment, grasping to the edge of a surface with hook-like claws on its back legs. The cockroach uses its momentum to swing like a pendulum and cling beneath the ledge, upside-down. This pendulum swing has a similar effect to bungee jumping, subjecting the cockroach to three to five times the force of gravity! Read more about cockroach stealth behavior here.

Identifying the American cockroach
The adult American cockroach is typically two and one-eighth to two and three-eighths inches long and has a glossy, reddish-brown appearance. Males have wings that extend past the abdomen, whereas females have shorter wings. They prefer dark, damp, warm locations such as floor drains, basements, sewers or storage areas. They are generally found in ground- level food storage areas and places where food is prepared.

Identifying the German cockroach  
The adult German cockroach is typically one-half to five-eighths of an inch long and is light brown in color. They are best identified by their small size and two dark parallel lines that run from the back of the head to the wings. Although their wings are fully developed, unlike the American cockroach, they cannot fly. The German cockroach is usually found in kitchens near dishwashers, stoves or sinks, preferring to hide in cracks and dark places where it is warm and humid.

IPM for cockroaches
The most effective way to control cockroaches is to prevent them from entering buildings and eliminate sources of food and water. Caulk and seal all holes and gaps that could serve as entryways or harborage, particularly in food service areas. Improving sanitation and making repairs are small steps that go a long way. Place sticky traps in infested areas instead of spraying in order to track movement, and identify locations of harborages to seal up. Use a HEPA-filtered vacuum to remove cockroaches and debris from harborages. Setting action thresholds, like those below, is one way to help determine appropriate actions.

New Year, Deep Clean, Fresh Start!    
It is that time of year when we spend more time indoors. This can lead to more clutter, which can provide a perfect winter home for pests. Signs of infestation include droppings, holes chewed in pest-edible materials, and paper stashes in corners or behind and under appliance and fixtures. Here are some great tips for custodians and teachers to keep pest presence to a minimum:
  1. Identify, inspect and clean if necessary hard to reach places. These are often dark, hidden areas that require looking under and behind furniture, equipment and fixtures. Periodically inspect for food debris or signs of pests, moving items as needed for a thorough inspection.
  1. Untidy storage areas lead to accumulations of debris and hiding places for pests. Keep shelving and storage closets neat and orderly. Dispose of cardboard shipping containers when new shipments arrive and store pest-attractive materials in clear containers off the floor.
  2. Trash bins should be lined with thick trash bags that fit properly to ensure that trash goes directly in the bag, and that bags will not leak. Regularly wipe down trash bins and wash out the bottom to remove any build up of food for pests.
  3. Restrict food and drink to designated areas and clean up spills immediately after they occur. If food is kept in classrooms, dispose of perishable food at the end of each day and store non-perishable food in sealable containers. Make sure to report to cleaning staff any spills on carpet or in hard-to-reach areas as soon as possible. Implementing a school-wide locker clean out every month is a great way to ensure that food and drinks are not forgotten.
  4. Monitoring, inspecting and reporting are crucial to the success of an IPM program. Take notice of pest vulnerable areas (PVAs) which typically have potential access to food, water and harborage. PVAs are areas prone to infestation and require more intensive monitoring and inspection than other areas of a facility. Report pest-friendly conditions, or signs of pest infestation to the person in charge of receiving and taking the proper steps to resolve.

Childhood Behavior Problems Linked to Common Insecticides          
According to a recent study, commonly used household insecticides are associated with behavioral problems in children. The study focused on pyrethroids, compounds used in more than 3,500 commercial products. Pyrethroids kill insects by compromising their nervous systems.

In the Canadian study, 779 children between the ages of six and eleven had their urine tested. Pyrethroid breakdown products were found in the urine of 97% of study participants. Ninety-one percent had traces of organophosphates, another class of pesticides with a neurotoxic mode of action.

A 10-fold increase in urinary levels of one pyrethroid breakdown product, cic-DCCA, was linked with doubling the risk of behavior problems such as hyperactivity. There was no association between the levels of organophosphate breakdown products and behavioral scores.

Pyrethroids use has greatly increased as organophosphate use has declined. According to the study authors, the only published study addressing pyrethroids and effects on children was in New York City where prenatal exposure of 348 mother-child pairs to pyrethroids was examined. The study reported that exposure was associated with considerably lower scores on the Bayley Scales of Infant Development (BSID) Mental Development Index.

Getting the Most from Your Pest Management Professional
Mike Mascia, quality manager/account manager at Plunkett's Pest Control, recently shared some tips for schools working with Pest Management Professionals (PMPs) on a North Central IPM Working Group conference call. Mascia has spent six of his 28 years with Plunkett implementing an IPM program within Madison Wisconsin city buildings. Here are some of the strategies discussed on the call:
  1. Ask Questions: Does the company provide IPM services for other school districts? If not, you are not likely to get IPM services. If so, ask to speak to those in charge of managing the contract in other districts served. What is the response time in the event of an emergency? Which insects are included in the services offered? Does the company have a successful track record addressing bed bugs if they were to become a problem?
  2. Verify Credentials: Ask the PMP if they belong to the National Pest Management Professional Association or another state or regional pest management professional association. Ask about any third-party certifications held by the company or technicians including GreenPro, ACE, EcoWise the Associate Certified Entomologist or Green Shield Certified programs. Third-party certifications suggest a higher-then-average level of performance and professionalism.
  3. Establish Clear Expectations: IPM bid specifications and contracts can be helpful.   4. Provide Effective Oversight: It's critical to train your IPM coordinator to oversee your contractor effectively. No, That's Not a Bed Bug!   
Bed bugs continue to be a cause for concern in schools and other environments. An untrained eye can mistake bed bugs for other common pests. Here are some look-alikes that can lead to misidentification and undue alarm: 

1. Spider Beetle
 Spider beetles are the shape and size of fleas, oval and dark brown. They may appear bloated and reddish brown, as if they had just fed on human blood. Au contraire! Spider beetles typically feed on goods found in household pantries during the night or in dark locations, and are not blood suckers.
 
2. Cockroach Nymphs
Cockroach nymphs hide in cracks and crevices preferring to stay close to food, warmth and moisture. They are most active at night. They appear white immediately after hatching or molting, and quickly turn a reddish brown, much like a bed bug. However the cockroach nymph is more like the shape of a cylinder, whereas a bed bug is shorter and oval, or apple-seed shaped. Exposure to cockroaches can lead to asthma and trigger asthma attacks, good reasons for using IPM to prevent problems with these pests, and to act effectively if they appear.
 
3.Booklice
Booklice are commonly mistaken for bed bug nymphs. They are smaller in size, ranging from translucent white, to gray or brown in color. They can often be found under wallpaper and along the sides of windows and window sills. Their primary food source is fungi, pollen, mold and fragments of dead insects.

  
 
 
 
4.Carpet Beetles
Although carpet beetles are small, round and brown they have distinct wings. Their larvae look like furry caterpillars. Carpet beetles do not bite, but allergic people can experience welts if exposed to their tiny hairs. Carpet beetles can damage fabric, furniture, carpeting and clothing that contain natural animal fibers. 
 
5. Bat Bugs
Bat bugs are very similar in appearance to bed bugs and are best identified by an expert entomologist with a microscope. The primary difference is the longer length of fringe hairs located just below their head. Also, as their name suggests, they feed on the blood of bats, commonly found in attics. If bats are eliminated and bat bugs left behind, feeding on humans and pets can occur.
